and culture is an exciting challenge.Job DescriptionThis role sits
in the Engineering Services branch and assists with the design,
delivery and effective management of the Engineering Services
Capital Works programme.The key responsibilities of this role are
to:
- Assist the Principal Engineer with the design and delivery of
engineering projects/capital works for roads, drainage, footpaths,
street lighting, carparks and streetscape projects.
- Monitor and ensure all projects are completed on time, on
budget and to the specified quality in accordance with the City's
standard policies and procedures.
- Develop and maintain the Engineering Services annual Capital
Works program and provide effective project reporting in the City's
newly implemented Technology One system.
- Liaise and coordinate with internal and external customers
during all phases of projects as per the project management
framework requirements.
- Assist in developing annual budgets and realistic project cost
estimates for budgeting purposes.
- Preparation of funding applications for infrastructure projects
for approval. Preparation of tender documentation for
infrastructure projects including liaising with the internal
procurement team and WALGA to manage contracts efficiently.
- Provide a high standard of customer service to the City's
ratepayers, keeping them informed of project scope and timelines
including addressing/responding to their concerns during the
planning and execution stages.
- Undertake operational works inspections and reports as
required.
- Review capital works program and ensure successful
implementation of projects as required.
- Prepare, assess and manage contracts relating to infrastructure
projects and including risk analysis on project design and
delivery.
- Provide technical advice and support on projects to various
internal and external stakeholders.
- Other duties as required.Minimum Qualifications:
- Tertiary qualification in Engineering or equivalent
qualification with the eligibility for membership to the Institute
of Engineers of Australia.
- Extensive experience in the areas of civil engineering design
and project management in local government industry or in a similar
field.
- Demonstrated skills and experience in the area of Contracts
Management and site supervision.
- Experience monitoring compliance to applicable standards and
specifications.
- Demonstrated skills and knowledge in preparing contract
documentation, specifications and reviewing tender documentation
and specifications.
- Highly developed skills in preparing estimates and budgetary
measures.
- Comprehensive skills and knowledge in the area of road design
and construction including drainage, carparks, footpaths and street
lighting upgrades and relevant statutory requirements.
- Advanced computer literacy skills and experience in the
effective usage of project management modules, preferable Microsoft
Project.
- Ability to demonstrate a genuine commitment and responsiveness
in providing the highest quality of customer service.
- Excellent customer service skills, both written and
verbal.
- Demonstrate a continuous improvement mindset, taking learnings
forward and looking for opportunities to improve business
processes.
- Demonstrated conflict resolution skills.
- Demonstrated leadership skills and experience in supervising
staff and managing consultants and/or contractors.
- Experience and knowledge of the Work Health and Safety Act 2020
and standards relevant to Local Government Industry.
- Sound knowledge and understanding of WALGA contracts.
- Sound knowledge of Local Government legislation, principles and
procedures.Salary packageFrom $114,660 to $126,131 per annum pro
rata, plus 11.5% employer superannuation and additional
co-contribution to your superannuation. A vehicle will also be
